However a lot of people in other parts of the UK never had access to these tariffs with 10 hours of off-peak electricity in the first place.  Perhaps that was because Scotland is colder and the need was greater there?
Sorry, not totally correct. I had E10 (with EDF as it so happens) many donkeys years ago in the SW region. In fact it was the first "off-peak" tariff we had for a Heatstore (box of bricks) storage heater when we only had the one.

    Yes
E10 was my replacement for old EMEB Heatwise RTS by EOn - curious given in WM regional / local govt wise - but ...
The house and the old lossy NSH arguably sized for the old heatwise - and my E10 3 off peak period tariff timings matched exactly - at least in winter.

Even 10 years ago the third meter fitter - after 2 fails - who was familiar with the kit said E10 was legacy only for EOn.

But SP and Ovo were ceretainly at the top of the Elexon charts for oustanding RTS (Ove intehrited a lot fo SSE specials includnig THTC metering in N Scotland).
Curiously Octopus werent far behind - so did wonder which "takeover" they acquired those customers from.

they have offered me E7 as we thought they would

So that’s no good for me , I need a better tariff that ensures I get a boost laster in the day as you all know

If they are telling you the truth then that is good news.  👍

On this thread last week I said I was joining "good energy" because they had an "heat pump tariff" with off peak 5am-9am and 1pm-4pm.  It indicated those without an heat pump but with a smart meter could join this tariff.   I said I would update this thread on what happened.

Anyway I briefly went on this tariff but I was still stuck in E7 timings, so I used my 14 cooling off period and swiftly left Good energy.

So Rosie, I suspect you would have timings issues if you were to try Octopus Cosy.   So maybe Octopus Snug would still be worth a try, after all there is no exit fee if you felt it was unsuitable.

By the way did they ever pay you that £175?  I know you said you wasn't bothered about it.  But still they did say they would pay you it.

I wonder if it might just takes x days to propagate.

Just speculating but possible reason could be if suppliers use a snapshot that they on their own servers or tge database administrators  only update daily, weekly or whstever, rather than accessing the master copy for every request.

Maybe you should tell EDF to put you on E7 to see if they switch your off peak to E7 timings.   Then maybe OVO would accept you for an E10 tariff.

I know that may seem back to front but maybe OVO don't want an E10 programmed meter from another company.  So they want EDF to undo it and switch you back to E7 timings.  Then OVO could programme your meter to E10 timings themselves.

Of course I may be wrong but that's what I would do.
