Switch each circuit breaker off individually, until the load disappears. Obviously you'll need the keep the ring main the HM is plugged into live, but you'll know the load is on that circuit if you've eliminated all others.1

It's worth finding. 28 watts is 0.7kWh per day, roughly one-fifth of the OPs entire electricity use.
