i do think its unfair how you can get 50% off and have your debt wiped though it does not encourage someone to pay their bill but i guess some getting a rate 25% cheaper is not fair either
it would be good if they could treat all customers the same without gimmicks it must cost maybe bring standing charges down for all would be a good start

Agree to allow them to fit one where possible, yes.
*Required* to have one, no - because this is not a smart tariff, and requiring one in order to access/stay on the tariff would unnecessarily exclude those people who cannot have one, either can't have it fitted for genuine reasons, or could have one physically fitted but it won't communicate.
That's my only concern about suppliers making smart meters a requirement for tariffs that aren't inherently smart. I would hope that in practice it is a case of requiring the former rather than strictly enforcing the latter.1 -

If they want some innovative saving tariffs and reduce rate winter tariffs on offer agree to having a smart meter installed or cut off your nose to spite your face.Bear in mind this tariff is partially in response to energy debt, and smart meters help manage that by not having situations where bills are based on inaccurate estimates.Smart meters also provide access to off peak discounted energy better which in turn reduces the need for support schemes.However I think the fixed DD is an odd requirement in terms of debt management, as fixed DD relies on annual usage projections which are not necessarily accurate, and is also a driver of consumer debt by having consumers treat the account as all you can eat.
I think a better way forward would perhaps be variable DD with a prepayment pot on top. So you pay the full bill, but in winter months a portion of the pot can be used to credit the bill, so e.g. £40 premium in summer on top of variable DD, then December to February, 33% of the pot is used as a credit on the bill.I think its important as a deterrent to consumer debt that monthly payments react to usage.0 -

Probably automatically know some customers' earning because they qualified for WHD last year
Though, curiously, when I applied and qualified for Anglian Water's Extra Lite Tarriff (now getting water bill at half price!), yesterday, no proof of benefits was asked for.
