Got a letter today from GCTT saying if I don't pay £170 within 7 days, it will transfer to QDR who will add extra to my fine. £170+ for staying 13 minutes over the 1 hour limit, they know the reason I take longer is because I'm disabled & they don't care. Even if this goes to court, I doubt they'll make me pay the full £170, if anything at all.0 -

It is not a fine. Debt collectors are powerless across the whole of the UK and can safely be ignored. In any case, claims for less than £300 cannot be made through the Scottish courts, so a PPC is never going to attempt a claim for an individual PCN because it would be thrown out.ZeldaMayCry said:UPDATE

I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Yes of course it's illegal. Harassment of a disabled person is also a specific offence in Scotland. But this is basic stuff:
Failure to make a 'reasonable adjustment' when they KNOW your need for more time was entirely because of your disability, breaches the Equality Act 2010 (which replaced the DDA mentioned in this old article explaining the illegality):

I'm on my second GCTT letter."Certificated Enforcement Agents" is a title you can only use if that name is registered correctly and a £10,000 bond has been paidGCTT is not a certificated enforcement agent, but Gary Osner's ZZPS Ltd is.Gary Osner is also a Director of The BPA, I looked him up at companies house.So we have Gary Osner operating under GCTT, and fraudulently claiming that GCTT is a certificated enforcement agent, when it clearly is not. To register himself as an agent for GCTT it looks like he needs to pay a further £10,000 to the same London court he already uses, and register with a new form stating he is operating under GCTT as well as ZZPS Ltd using form EAC1The registration process for an enforcement agent is very clear and the company name for GCTT must match the company name which G.Osoer used when achieving accreditation, but Osner has used only ZZPS LtdGCTT is also not a limited company, which means there is no limit to it's liabilities.I think there is fraud or at least misrepresentation to be considered hereThe list of the ONLY authourised enforcement agents in the UK is available here (link not allowed, new member) certificatedbailiffs<dot>justice<dot>gov<dot>uk/Form EAC1, application to be an enforcement officer, has a specific requirement which is that Osner must list any company which he wishes the licence to cover. He has not done this, or presumably it would be noted in the list of registered certificed enforcement officers...EAC1I haven't spent much time looking more deeply into GCTT, but it is not a registered company with Companies House (only ZZPS Ltd is), nor does GCTT have an enforcement agent certificate.I could be peeing into the wind here and there may exist a loophole allowing him to operate as an uncertificated enforcement company, which is not even an incorporated company. (Limited, Ltd etc), but something about that doesn't seem right.I guess I'm questioning the legality of his operation in it's currently documented form. I would have at least expected to be able to find GCTT mentioned on the official list of enforcement agents, as that is what is claimed in the heading of every letter he sends out
