PCN - UKPC - ZZPS - GCTT (Scotland) help

Hello, I'm disabled & struggle to understand & follow instructions, so I'm sorry if I did this wrong. I did read the *Newbies* section.

I'll try to be brief.

I'm in Scotland. I got a ticket from UKPC through the post for being in a car park for 1 hour,  13 minutes,  13 minutes over the 1 hour time limit. I have a blue badge, if I noticed it was only an hour I would have parked elsewhere as I need longer to get from A - B as I have mobility issues.

I unfortunately didn't read advice before as I felt like I had solid grounds for appeal. I have a blue badge, and citizens advice said I could appeal as I take longer to get from my vehicle & back.

UKPC ignored my appeal, sent my case to ZZPS. ZZPS are ignoring emails, except one to ask for case number. 

I contacted BPA who said they can't help without appeal letter, and told me to go back to UKPC. UKPC responded saying they did send a letter out (they didn't) but gave me PDF version. Appeal was rejected as they had proof I was over 1 hour - they ignored my blue badge and disability completely, which was odd considering I was appealing on that basis. 

I went back to BPA for help, as I now had appeal rejection letter, to be told that they could no longer contact me as I had a appeal rejection letter??? Now they're ignoring emails. 

**I've now read advice, and scared I've Inadvertently admitted being the driver NOT the keeper**

Today I got a letter from GCTT enforcers. 

Question is, am I too late to follow this forums advice? Do I have no basis to ignore them as I didn't carefully word my appeal to say I'm the keeper, not the driver? 

I'm getting anxiety attacks over this, I told them to contact me only if it was a court date as I couldn't pay.  I also explained that I struggle to understand things. They're not listening.

If I've admitted Inadvertently to being the driver, do I have no grounds to get out of this ticket? They want me to pay £170 for being late by 13 minutes. The only sign they have is at the entrance of a very small carpark, there was no way to stop and read it whilst driving in. I went back to check, and the only sign is facing outwards, so it's not very clear at all. On quick inspection I didn't see the sign, neither did my companion.

  • I would like to add, in the appeal PDF I was sent, it says I had 14 days to contact POPLA from the date of the letter. 

    As they didn't post me this letter, I was not able to contact POPLA on time.

  • You mention "Scotland" in your title. Did the parking event take place in Scotland?

    As this is UKPC, you won't be paying those losers a penny if you follow the advice you receive on this forum.

    For now, forget the debt collector letters. They are more than useless and only used to try and frighten you into paying into their scam. Whilst it is a pity that you already identified yourself as the driver, there are several other points you can use to get this eventually stopped.

    A you are a blue badge holder and it was on display, you have  the advantage of holding UKPC liable for a criminal offence of breaking the Equality Act 2010. Of course you must be allowed extra time above and beyond what someone who is not disabled is given in the car park.

  • Apologies, I am not sure how to respond directly @UncleThomasCobley but this was in the North East of Scotland, Aberdeenshire if that's relevant.

    Unfortunately I've sent so many messages to ZZPS, BPA and UKPC and the supermarket itself, I am not sure which one I admitted to being the driver to.

    My blue badge is always on display, its attached to my Windscreen. I informed all of them, including the supermarket that I had my badge displayed and all of them either ignored the fact I mentioned it, or ignored me completely. I was disappointed the retailer ignored me, I messaged the local store and their HQ to no response.
  • For the time being, stop worrying about the useless debt collectors. Can you show us the PCN/NtK with just your name, address, VRN and PCN number redacted?
