Takes minutes to even find the term about the £100 PCN, and the small print is illegible.
There's nothing to inform the driver about the added £70 'late fee' or whatever they call it these days to try to fly under the MHCLG's radar and mislead the government into allowing this rip-off.
No deterrent value in the added extortion and no contractual agreement to pay anything more than the headline tariffs ... and possibly the £100 but only if a judge was satisfied that sign & term is prominent. Arguably not!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This is a Parking Eye sign in Milton Country Park near Cambridge. They are so high from the ground that at 5’3 I had to hold my arms really high and could still hardly capture it up close. Look at the size of that font at the bottom! I could barely read any of it squinting!

PCM sign on this thread actually specifies the added £70 extortion, very rare:

...but it fails as 'part of the contract' because the £70 is in very very small, high up on a pole and impossible to see even in daylight. Imagine it at night!
The £100 is large but that's the only price term that is remotely readable by a driver.
Also - if you zoom in, which a driver can't - it says the £70 is for 'costs incurred for debt recovery' but we all know those are zero because the DRAs all offer 'no win no fee' and the files are transferred in bulk by Zatpark software which the provider (Unity5) advertises as 'no human input' needed.

Clevedon Medical Centre, Somerset.
This sign is on the wall of a house about a metre beyond a garden wall, (see Google Streetview link) so a motorist could be excused for thinking it does not apply to the car park.

It is unclear as to whom the the contract is between, but use of the words, "all persons parking" implies it is only with the driver.
The font is tiny, the signs are high up, and some of them are obscured by foliage.

Interested to see that the one at Clevedon Medical Centre, Somerset doesn't have the IPC logos though.
Also interesting that CPS offer the £100 and added £50 as a price term, so if they win in court the judge can't disallow it. They must be the only PPC fully complying with consumer law on their signs by stating these clearly as agreed charges. Very very unusual.PRIVATE 'PCN'? I don't think that I'll ever be convinced that "permission to breach" masquerading as an offer in the small print is a legimate workaround 😀3
