    A customer turning off the A41 at Bicester to get some groceries from Tesco and a bite at McDonalds has to run the gauntlet of three PPCs. Tesco have Horizon, McDonalds have MET and VCS have the 'No Stopping' access road.

    First time I've personally seen this type of VCS operation outside of airport land.. The £70 double-recovery DRA fee is fairly clear on the entrance sign, but not mentioned on the repeater signs:

    Paragraph 5.3 of the Single Sector Code of Practice states:

    Parking operators must only pursue parking charges in instances that could be interpreted as stopping if they have explicit consent to do so on evidenced security or safety grounds from their ATA, following audit of the adequacy of the signs and surface markings in place to inform drivers of the terms and conditions in place.

    I'd love to know what the security or safety grounds are…

    I think those No Stopping signs are new, I don't remember seeing them last time I was there, which is a few months back.

    Definitely new because I noticed the +£70 stated for the first time by VCS on a no stopping sign in a news article about them infesting Norwich Airport.

    The added fake fee has never been included on no-stopping signs before that.

    Obviously too small to read and take in on a highway. Impossible to stop and consider. No option to decline the contract - you can't do a U-turn. And impossible to read repeater signs without stopping, making them effectively "if you stop to read this sentence you agree to pay £100" contractual terms.

    And the first thing you'll probably do after passing that is stop at the roundabout.


    Absolutely criminal.


    Would be so easy to dashcam this in order to get a ticket on purpose. Accompanying commentary about stopping to read the contract, refusing it, trying to U turn etc. and saving it for Witness Statement stage would be fun.

    No idea what the t&cs are.

    Unreadable and it looks like the ticketer has placed a sign on a wall - or propped up on paved ground - for the photo.

    Whilst the £100 is in a big bold box and the terms are uncluttered, there's nothing readable about the false double recovery fake fee that the industry adds on day 29. Possible additional fees are vaguely alluded to in that very small print which is inadequate & not prominent at all. Nobody could read that minuscule lower print hidden high up on a pole.

    And how are residents meant to have any tradespeople like plumbers visit, or even Royal Mail or Amazon deliveries at their home if the conditions ban 'commercial vehicles'? Taxis?
