- adding £70 (double recovery fee) if they farm it out to a scam DRA.

The very LAST thing to do is object to the double recovery 'fee' for the completely wrong reason that "it's not on the signs"!
I hope nobody on FTLA is doing that?!

The extortion here is that the fee is false double recovery of the same heads of cost (for what he called the enforcement letter-chain) that HHJ Moloney spelt out in ParkingEye v Beavis were in (and had to be covered by) the £85 PCN.

Green Parking sign from a recent news article in the Parking in the News & Media thread:
Now this one offers disabled motorists 3 hours free, per the Equality Act 2010 legal duty to make time adjustments.
Trouble is with this sign:
- it doesn't explain how they avoid the ANPR fixed time limit so people are getting unfair PCNs, ignoring the offer of 3 hours free.
- It doesn't have the PCN £sum prominently displayed. It's in small print.
- It doesn't mention the double recovery "extortion" that kicks in on day 29, thanks to the trade bodies making up a false 'debt recovery' fee and stage and blindsiding the MHCLG into believing it's a separate stage and cost.

Zoom in and look at the sneaky, illegible small print. That offer doesn't apply between 8.30pm and 8.30am (when there is 'NO PARKING') despite the fact some businesses in that site are open for customers!
The OP says:
"UKPC took control of a carpark used by a 24/7 emergency vets and placed a no parking between 8.30 pm and 8.30 am rule approx. 5 weeks ago and seemingly have been ticketing most people going to the vets out of hours.
We took our dog in for a 7.30 am surgical appointment and have been issued with 2 tickets (we took 2 cars) even though the vet receptionist took down out number plates to enter on the UKPC website as genuine customers. UKPC were supposed to be sending terminals to the vets for customers to enter their car reg details, but they still haven't arrived. To compound the problem the vets have been struggling with internet server problems over this period.
We contacted the vets who have put in a cancellation request for us with UKPC but said they had been battling for the past month or so to get a lot of tickets cancelled.
Surely, they should also have to have additional signs that say NO OVERNIGHT PARKING.
Also, as they have not provided the terminals to the vets in which they expect customers to enter their car reg details surely they shouldn't be allowed to impose penalties? Also, there are no instructions either in the car park or inside the vets that explains that you must enter your car reg so they have really stacked the odds in their favour to generate tickets.
My understanding is that the vets have kicked off massively…"
