Just state the truth and show evidence of the passenger's flight.
You could add a fair offer to pay £15 to cover administrative costs, and suggest that Gatwick must insist on improved NCP signage, going forward, because the signs are impossible to see in moving traffic, and (even if they had been seen) photos found online in similar cases show woefully inadequate signs mentioning only £5 (not £100). These are clearly incapable of creating an 'agreed' £100 contract and breach the British Parking Association Code of Practice and the Consumer Rights Act 2015 on the most basic level.
Conclude by saying you are a reasonable and honest citizen but this simply is unclear and unfair, hence involving your MP in the complaint if it remains unresolved.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I can confirm that NCP (EUK) Ltd is a member of our Approved Operator Scheme which means that they are required to adhere to our Code of Practice.
Our role as an Accredited Trade Association is to investigate alleged breaches of our Code of Practice by members of our Approved Operator Scheme where evidence can be supplied and we are unable to become involved in individual ticket disputes or hear appeals.
We can forward your correspondence on to our contact at NCP (EUK) Ltd ask them to make contact with you and provide a copy of the initial Parking Charge Notice. If you would like us to do this, please advise by return email.
If the operator cannot provide a copy to you, we can look into this further for you.
If you believe the signage does not comply with the Code of Practice, please supply any photos of the signage so we can advise further.0 -
Just reply and supply photos taken from another Gatwick thread here (search...or do a Google Image search) that show to the world that the signs only mention the fiver, and not the £100.
