You can't lose.

It amazes me that posters don't see that and are in doubt!  As long as you DON'T say who was driving, you cannot lose and the wording of the specific Airport recommended appeal shows you why.

Dear NCP,

You have issued a PCN to me, the RK of vehicle with VRM: AS12CDE. As the alleged contravention took place on non-relevant land covered by airport byelaws, you will be aware that PoFA 2012 does not apply and therefore I cannot be held liable as the RK.

I suggest you cancel this PCN and pursue the driver.
