    Both points.  Separate emails though.

    Head them up:


    Formal complaint re NCP.


    Attach a copy of the only letter(s) you got.

    Keep it concise and easy to follow with bullet points and end with a short conclusion, stating what you want them to do about it and by when:

    (a) no PCN sent/received (address is correct on the logbook so where was the PCN?)
    (b) no appeal offered
    (c) no mention of £100 on the non-prominent signs
    (d) even the £5 signs are non-prominent
    (e) no method to pay even if you'd known; why no barrier or pay-point on site?
    (f)  no grace period nor evidence of stopping
    (g) the above is all in breach of the BPA CoP.

    In the BPA one quote the BPA reference I said.

    I’m complaining to you in regards to PCN i received from NCP for (Gatewick Airport South Terminal Drop off) , Which I received while I was away broad between 10/01/23-20/01/23. Date of incident was 28/08/22 and the date of the notice letter is 15/12/2022 107 days after.



    a) No PCN sent/received (address is correct on the logbook so where was the PCN?)

    (b) I wasn’t offered an appeal

    (c) There’s no mention of £100 on the non-prominent signs

    (d) Even the £5 signs are non-prominent

    (e) no method to pay even if I’ve  known and there’s no barrier or pay-point on site

    (f)  There’s no grace period nor evidence of me stopping

    (g) The above is all in breach of the BPA CoP.


    Can you please look into this matter and get this PCN cancelled.


    I’m aware you are investigating a formal complaint REF: BPA-032489 about their set up at Gatwick Airport and their appealing signage and no method for people to actually pay before leaving if they do use the drop-off area. Please add my complaint.

    PCN/NtK, name doesn't really matter. In relation to the dates, if NCP aren't attempting to invoke keeper liability under PoFA, they have 6 months to obtain keeper details from the DVLA, and a further 1 month to issue the NtK. That's the response I'd anticipate from the BPA. What particular point are you wanting to make?

    Main point is that they didn’t offer my any appeal, the only letter I received from them was the final reminder way after it’s due date.

    Stop calling the 'reminder' letter a PCN or NTK because your point is the PCN/NTK did not arrive.
    So I change the wording to reminder letter instead of NTK or PCN? Sorry for my ignorance
