No, it isn't an 'appeal'.  You are too late to appeal.

Is your correct postal address on your logbook?
Sorry for the different replies, Yes it’s my address, they never gave me opportunity to appeal

What shall I do ? I can’t find any thread’s similar to mine. I was thinking of emailing them that and remove the popla part

When I did a search earlier I found over 260 of them, 5 this month alone.

From CM's reply you can be confident this one is well know here. Search Gatwick drop off sort by newest first, lots of them.

BBC WatchDog “if you are struggling with an unfair parking charge do get in touch”

Please email your PCN story to watchdog@bbc.co.uk they want to hear about it.
Please then tell us here that you have done so.

Quick question, when they pass on the PCN to debt collectors do they remove it from their system? Because I called the automated line to see if it’s still live but they can’t seem to locate the PCN.

    Probably. Don't phone them!

My question was for you to please now double-check your V5C (car logbook) because a wrong address left on that is the one the DVLA gave out, and would explain the missing PCN letters.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

My address has always been the same never changed and it’s correct on V5C . I don’t know what to do know, it’s really bothering me that they didn’t give me the opportunity to appeal.

Which is why you do the BPA complaint.

Straight to Sara roberts correct and gatwick right? If so do I complaint about the signage and the delayed PCN letter?

I’m trying to figure out how to draft my complaint

    Both points.  Separate emails though.

    Head them up:

    Formal complaint re NCP.

Attach a copy of the only letter(s) you got.

Keep it concise and easy to follow with bullet points and end with a short conclusion, stating what you want them to do about it and by when:

    (a) no PCN sent/received (address is correct on the logbook so where was the PCN?)
    (b) no appeal offered
    (c) no mention of £100 on the non-prominent signs
    (d) even the £5 signs are non-prominent
    (e) no method to pay even if you'd known; why no barrier or pay-point on site?
    (f)  no grace period nor evidence of stopping
    (g) the above is all in breach of the BPA CoP.

In the BPA one quote the BPA reference I said.
