Quick question, when they pass on the PCN to debt collectors do they remove it from their system? Because I called the automated line to see if it’s still live but they can’t seem to locate the PCN.0

My question was for you to please now double-check your V5C (car logbook) because a wrong address left on that is the one the DVLA gave out, and would explain the missing PCN letters.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Both points. Separate emails though.
Head them up:
Formal complaint re NCP.
Attach a copy of the only letter(s) you got.
Keep it concise and easy to follow with bullet points and end with a short conclusion, stating what you want them to do about it and by when:
(a) no PCN sent/received (address is correct on the logbook so where was the PCN?)
(b) no appeal offered
(c) no mention of £100 on the non-prominent signs
(d) even the £5 signs are non-prominent
(e) no method to pay even if you'd known; why no barrier or pay-point on site?
(f) no grace period nor evidence of stopping
(g) the above is all in breach of the BPA CoP.
