It's really not the place for tangential rants if we are to show the thread to the DLUHC as part of the next stage of the consultation in the Autumn. I agree with @Umkomaas point earlier, but noticing what they say about tracing and they have the best technology, would it not also be a valid exercise to quantify how many LoC or even Court forms they send to old addresses, leading to default CCJs or what I call 'stealth CCJs' ?

One Parking Solution/ DCBL claim - parking event mid 2018 (date unknown) and an unknown 2020 court date (possibly not allocated) discontinued July 2020. Victim submitted their WS, but case discontinued before OPS/DCB responded.
