my partner receives widow pension does that affect the payment
No.  All that matters is whether you were entitled to a qualifying benefit (for you that's income-based ESA) during the qualifying period.

My daughter's on UC & I'm her appointee. It appears the COL payment went into my account on the 14th.
I'm on ESA contribution based Support group & up until 5th May my partner & I were in receipt of IS & Child Tax Credits. He started work so we were migrated to UC & our assessment period went from 6th May to 5th June. We haven't received our COL payment yet & I'm guessing we could well be one of those that the algorithm struggles with but we shall see by the 31st.
Given the dates you are eligible. There is still the remainder of this week and all of next week for payments to be made.
Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.

Windows pension doesn't qualify her. If she is getting one of the qualifying benefits she is eligible and getting the pension will not affect that,

The CoL payment that you received last week was because you were claiming IS before moving to UC. As advised with your previous comment on another thread, your daughter will not qualify for the first payment because her UC assessment period ended outside of the qualifying date to be eligible for the payment. If you have a joint claim with Esa with your partner is it £326 each or for the two of us?

If you have a joint claim with a partner, you will get one payment of £326 and one payment of £324 for your joint claim, if you’re entitled.

It depends on your bank. For my bank it's early hours of the morning.
