On the IPC wesbite, i have made an account and was trying to submit the complaint.There is no Premier parking logistics. The two available are:premier parking enforcement ltd orpremier parking solutions ltdIs it the "premier parking enforcement ltd" that i should choose to make the complaint against?Update: I mistakenly posted this on another post. Someone suggested that they are BPA AOS but the company is not shown there, only "premiere parking enforcement" is shown.On the BPA website it also show IPC AOS where "premiere parking enforcement" is shown and the website is the logistics one.I'm confused as to where to submit the complaint.It seems like these companies are purposefully making it difficult.

The above case has been discontinued. The signage was poor and similar to the signage at the back of HSBC. This won't stand up well to scrutiny by the court.
Let's hope that your case goes the same way.

Hopefully the letter to the CEO will result in the PCN being cancelled but if it does not then a strong defence may see it off as in the recent cancellation.

Just an update:Premiere Parking replied to my SAR request wanting proof. I sent a copy of my bank statement with my personal details removed (just name, address and date shown).I have today sent the compliant to the IPC, and also the email to the CEO of HSBC.Thank you everyone for all your kind help so far. I will see what they reply with and will this post updated.3

The IPC has replied.As i said that the driver was deceptive as he did not help me with the question and that he had blocked the bays and signage on the walls as a consequence - the IPC say "Unfortunately, the issues that you have raised concern the lawfulness of the parking charge and cannot be dealt with under the Complaints Procedure".They advise that they cant help etc as it has to go through the appeals prtocol with the Operater and then the IAS.The complaint is closed down so i cant reply.So effectively, the "Operator" didnt follow the "code fo conduct", this IPC says they will take complaints against the operator and will take the necessary action against them. Except that they wont. Even if there is some legal aspect regarding one aspect of the complaint, that and the rest are still violations of their so called code of conduct and you would think that the IPC supposedly being the "independent" entity would look at both points of view and would have seen the merit of the complaint and done their job.This industry is run woefully inadequately. And it seems to be unnecessarily made complicated and ambiguous. Take the name of the company, on the paperwork they have logistics on the end yet on the IPC it is shown as "Enforcement". This led me to question which place i should be making the complaint to. If it wasn't for the kind help of members here i really would have been lost and have spent an even greater deal of time just so i could send a complaint to the right entity with the right company name.It really is just a big con, and i will not be surprised if theres been some backhanders with members of parliament and the owners of some of these bottom of the barrel folk.I am thinking of submitting a new complaint, with the section about the parking enforcement being unhlepful taken out. However i think they will just re-interate the same.

The Government is keen to regulate the rotten industry and have called them 'bloodsuckers' who are 'extorting money from motorists'.
By next year there will be a properly independent Single Appeals Service and proper scrutiny. We are nearly there after more than 3 years and the plans have only been blocked by the greed of the industry throwing Judicial Reviews at it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I don't think that I would waste anymore time on the IPC.
You are in receipt of staff benefits and I think that I would write to PPL or whatever they are now calling themselves and tell them that you were entitled to park in the car park as you have HSBC staff benefits. That any claim by them will be robustly defended.
That if they continue to harrass you that you will consider making a counterclaim.
To save them the expense of pursuing this spurious claim and a potential counterclaim I would offer them the opportunity to cancel the PCN.
