I think that this machine must be similar to the machines in Lichfield that many people seem to be having problems with.

I just turned my phone to the side 😉 😆

Its just the usual template thing from Jakey B telling them he understands its now a defended claim, they've sacked off Elms legal and that Litigants are expected to resolve claims (even though the OP is defending it) "so give us £185 so we can save costs , here's our bank details" even though the OP has done nothing wrong!  Talk about wasting your degree! 😆 🤣 😂  I wonder if Michael Mansfield ever sent letters like this to people who've overstayed in an Iceland carpark by a few minutes? 😆 🤣

And if I were using a mobile telephone then I would do the same, but my twenty-eight inch monitor is a bit unwieldy.  ;)

I think that there must be a mismatch between the registration number input by the driver and the ANPR. OP should insist on seeing the records from the payment machine. Possibly only one digit out.

This seems to be happening a lot in their car parks. People that have paid but still get a PCN.

Just because you know your VRM doesn't mean the ANPR system got it right. It's not fit for purpose which is why councils are prohibited from using it to monitor car parks.
The IPC has been banging on about typo-proof systems, and launched a Get Your Reg Right campaign a while ago, but if the ANPR gets it wrong, everything falls apart before the motorist even gets to enter their VRM.
