I was thrilled to see the word 'invoice' somewhere in the draft Impact Assessment.First time I've seen that word from the DLUHC and PPC World will have HATED it almost as much as the damning phrase 'market failure'.Discussion thread here:

Just wanted to say a big thank you to everyone who contributes to this board and the main people on here who have given us plebs some legal standing and a base of where to start and a template of how to do witness statements etc.
Without you I would definitely have felt overwhelmed and just paid the unfair ticket.
I successfully fought a parking ticket from some cowboy company in central Manchester who tried to say I didn't pay the parking attendant when I did.
Thanks to all the templates etc on here I took it to court and won! It is by far the greatest achievement in my life as it is quite scary being in a court with a judge and a professional solicitor against you.
Unfortunately I wasn't able to claim costs as I couldn't prove I'd taken the day off work unpaid so to anyone else, get an email from your boss approving your leave for the day you're in court and hopefully that will be enough evidence to get some costs out of the dodgy parking companies.

Thankyou thankyou thankyou to MSE Towers for listening about changes that were needed to the private parking charges guide and being so proactive at a crucial time when the Government is consulting this month and the 'law' - in fact a statutory Code of Practice - will change in 2026, including in Scotland.
A heads up that the Private Parking Tickets Guide has had a major overhaul in the last couple of weeks and I was asked to fact-check it.
I've read through it again now in its final iteration and it is hugely improved as a consumer guide!

'Landowner/retailer complaint' is front and centre as the first thing to try. Quite right too!
It then covers the futile issues with trying to navigate through the muddy waters of 'appeals' and DRAs and it also covers the fact that you can defend and win a court case without risking a CCJ or huge costs and it even touches upon being able to set aside a CCJ (likely to be possible in many parking cases , especially thanks to the new landmark 2025 case law in VCS v Carr). Ironic 'chapeau' to VCS for paving the way at great expense...
It also links to this forum board so people can ask individually about their case.
And I am hoping that the Public Consultation - which is currently highlighted there - might get a mention in the MSE weekly email in time for readers to respond. I have no control over that but here's hoping.

I can only repeat what others have said - thank you MSE for doing the right thing and helping motorists stand up to the rogue parking industry. I've found an error:
"However, if it comes to the next stage (appealing via the official trade body – more details below), and you're in Scotland or Northern Ireland, be aware that if you appeal via Popla (Parking on Private Land Appeals), it will require you to state whether you were the driver or not. Therefore you, as the driver, could potentially be made to pay the charge."
This is not correct. If you are appealing in Scotland or Northern Ireland, POPLA say this:"We can accept appeals from drivers in Scotland and Northern Ireland. This is because Scotland and Northern Ireland has a different set of rules to England and Wales.
In order to appeal to us you must be the driver or appealing on behalf of someone who was driving. If you submit an appeal to POPLA and you were not the driver, or you are appealing on behalf of a driver that has not been identified your appeal will not be assessed and will be withdrawn."
Or in other words, a KEEPER cannot appeal a PCN issued in Scotland or Northern Ireland at POPLA, so just don't bother.Always remember to abide by Space Corps Directive 39436175880932/B:
