I was thrilled to see the word 'invoice' somewhere in the draft Impact Assessment.

First time I've seen that word from the DLUHC and PPC World will have HATED it almost as much as the damning phrase 'market failure'.

    Discussion thread here:
    https://forums.moneysavingexpert.com/discussion/6463361/dluhc-private-parking-code-government-launches-call-for-evidence-discussion-thread#latest

Please read the latest pages. In Aug/September I'm collecting evidence of 'good' car parks all over the UK, with "low or no deterrent".  See photos posted so far.

ONE MORE MONTH to add your photos please everyone. The thread explains what I need. I will do the rest.

    Hi
Is this charging structure legitimate esp for a Local Authority. They are renting space, not fresh air!!     https://l.facebook.com/l.php?u=https://www.dailymail.co.uk/news/article-12708991/Car-parks-tariffs-councils-vehicles-emissions.html

Not sure if this is the right place for this or if it has already been posted but but oral evidence on court delays is about to be heard

Thank you from me too to MSE Towers. Very useful. 👍
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I can only repeat what others have said - thank you MSE for doing the right thing and helping motorists stand up to the rogue parking industry.  The better informed people are the more they will see the "outrageous scam" for what it is.

    I've found an error:

"However, if it comes to the next stage (appealing via the official trade body – more details below), and you're in Scotland or Northern Ireland, be aware that if you appeal via Popla (Parking on Private Land Appeals), it will require you to state whether you were the driver or not. Therefore you, as the driver, could potentially be made to pay the charge."

This is not correct.  If you are appealing in Scotland or Northern Ireland, POPLA say this:

"We can accept appeals from drivers in Scotland and Northern Ireland. This is because Scotland and Northern Ireland has a different set of rules to England and Wales.

In order to appeal to us you must be the driver or appealing on behalf of someone who was driving. If you submit an appeal to POPLA and you were not the driver, or you are appealing on behalf of a driver that has not been identified your appeal will not be assessed and will be withdrawn."

Or in other words, a KEEPER cannot appeal a PCN issued in Scotland or Northern Ireland at POPLA, so just don't bother.
