I would NOT respond to UKCPS in your shoes.
Nothing will happen as you are in Scotland and UKCPS are not very litigious even in England these days. Scottish court is definitely not something they are up to managing. And single PCN cases are not worth it as your courts don't allow added costs for cases under £300.
A section of the Scottish Parliament's recently-passed Transport (Scotland) Bill on 'keeper liability' makes the registered keeper of a vehicle shoulder the burden of a private parking charge if the car's driver at the time cannot be identified.

And that part does not even get enacted until the new Single Appeal Service is in place. It is not happening yet.
But it will for new PCNs soonish in Scotland.
Yes my advice stands. I knew the event was in Manchester. Nothing will happen except letters.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It has been suggested that I post a copy of the appeal I sent to IAS against a charge made by UKPCS in December because I am pleased to report that it was successful.
This is it:-
Heading:- "You completed the appeal on 29/01/2022 23:20:40. "
"The service area at Bilbrough Top on the A64 near York contains various unconnected retail outlets including a BP filling station, McDonalds, Starbucks and Premier Inn.
The access roads are not public roads, they are laid out to appear like public roads and include double yellow lines next to kerbs, there are no markings on the kerbs themselves. In order for a driver to read any roadside signs it would be necessary to stop which could trigger a charge from UKCPS.
Double yellow lines indicate no parking on public roads and there are exemptions for certain types of stopping.
'No stopping' markings should be red.
There is an annual report from POPLA which IAS will be familiar with, where Lead Adjudicator, barrister Henry Greenslade refers to what a no stopping zone must look like with red lines and repeater signs.
It is obvious from the pictures provided by UKPCS that the vehicle was not parked but had stopped. It was not next to the kerb, the driver was in the car all the time and would have moved if another vehicle approached. Two camera shots show 09:38:08 and 09:39;16, i.e.- 1 minute and 8 seconds.
There are mitigating circumstances but they do not form part of this appeal."
This is the thread I started: https://forums.moneysavingexpert.com/discussion/6322403/no-stopping-pcn-from-ukcps/p1
This is the email from IAS received yesterday.
"Thank you for your appeal. Due to further information UKCPS Ltd has confirmed they will no longer be pursuing the matter and the parking charge has been cancelled."
Thanks to those who helped me and to the Forum in general.

Nice but this isn't the group thread. Someone accidentally gave you the wrong link.

I've had a reply from my MP and they have stated that MP's are not supposed to deal with casework from constituents who live outside their area, so they do not see that either Lucy Powell MP or Neil O'Brien MP would be able (or willing) to take action regarding my situation. They have stated that if I believe that them writing to UKCPS would help rather than hinder my case then they would be happy to do that. Any thoughts?

But as Neil O Brien MP is dealing with the dluhg as a minister there , who was in charge of the new code of practice published only this morning !! Then your complaint could have been passed on , like many others have done over the last couple of years , even Rishi Sunak MP when he was in charge of compiling the new CoP at the mhclg !!
I have no idea what Lucy does so won't comment
But you are not asking for them to take over your casework , your MP is dealing with your case , but can act as your mouthpiece to influence government departments
It seems to me that your MP hasn't even realised what Neil does , or was doing , or that his department have finally published the new CoP !! Strange as it's in the news and on the telly and radio ( does your MP live in a cave with no media Access ? ). 😁😁😁

It should be a general complaint from a keeper point of view , it's about the sc#m itself , not your case , you are hoping that an MP ( yours ) complaining about entrapment and iffy practices etc will get it cancelled. Complaints to MP s bring about changes , possibly a resolution , but only if the recipient is on iffy ground , as we all know they are
It's not specifically about your case , you hire a lawyer if you want your case taken on
Think bigger picture

You are going to reply to your seemingly clueless MP pointing out the new Code of Practice placed in Parliament by Neil O'Brien, the responsible Minister at the DLUHC, and ask for your MP's full support of the new code?
Point your MP in the right direction!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
