    Yep, go with that. Expect a rejection. If you've plenty of photographic evidence to hand you might chance a go at the IAS, UKCPS might find that all too much to deal with and withdraw. However, if you lose at the IAS, then no big deal, just ignore anything thereafter unless UKCPS (or their solicitors) instigate court action - highly unlikely. Come back on this thread if they do.
    Cheers. From Scotland so was a fleeting visit to Manchester and a quick intended drop off at Piccadilly Station therefore not in a position to obtain photos etc.
    🤦‍♂️ Now you tell us!  The most important bit of information of the whole thread. 

    If you stay in Scotland, you can just ignore the whole process. See what daft moves they make, and have some fun with them if you're up for that. You're bombproof - provided the identity of the driver is not revealed to the PPC. 
    Looks like I wouldn't be able e-mail an appeal anyway as the address given is not recognised. I take it I should shelve sending a written appeal then? Haven't heard anything from my MP but they would have only picked it up this morning so will have to wait and see if they get involved and forward it on.

    Just sit tight and watch everything/anything unfold, safe in the knowledge that Scotland currently protects you - no action required, but things change later this year (date not yet known) for tickets received beyond the change date.  Nothing will be retrospective.

    Apologies for my ignorance but in what way does being in Scotland currently protect me?

    YES. IF THE EVENT TOOK PLACE IN SCOTLAND OR NORTHERN IRELAND, WE SUGGEST YOU DO (ALWAYS!) COMPLAIN TO STORE MANAGEMENT IF YOUR PCN IS FROM A RETAIL PARK, AND SEND THE USUAL TEMPLATE APPEAL FOR YOUR CASE, NOT SAYING WHO WAS DRIVING. HOWEVER, DO NOT TRY POPLA BECAUSE POPLA (IN A CASE THAT TOOK PLACE OUTSIDE ENGLAND/WALE) WILL REQUIRE YOU TO STATE IF YOU WERE DRIVING OR NOT, AND THAT IS THE ONE THING NOT TO DISCLOSE.
    There is currently no keeper liability in Scotland, which means that, providing the PPC does not know the name and serviceable address of the driver, the keeper cannot be held liable.

    In supplying Scottish addresses isn't the DVLA breaching GDPR/DPA because the request has no just cause? The DVLA could simply reply to the data request with a note advising the address is Scottish.

    I think you'll find that the 'just cause' is simply to ask the Registered Keeper to name the driver at the time of the alleged parking event.

    That's allowed.

    Thanks everyone. Do I bother then with sending a written appeal to UKCPS? MP's office suggested appealing, also Citizens Advice (already done and didn't tell me much of anything).

    You can do so as keeper if you wish , adding a one liner that POFA does not apply in Scotland so as keeper you have no liability , so cancel the PCN

    Then ignore future letters , unless it's from a solicitor or sheriff , in Scotland ( not England )

    Citizens Advice may be nice helpful people, but they have little to no knowledge on PPCs. They advised my neighbour to pay ... and he did. I haven't.
    The pen is mightier than the sword ..... and I have many pens.

    Only respond if you are careful NOT to start adding words implying who was behind the wheel.

    I would NOT respond to UKCPS in your shoes.

    Nothing will happen as you are in Scotland and UKCPS are not very litigious even in England these days. Scottish court is definitely not something they are up to managing.  And single PCN cases are not worth it as your courts don't allow added costs for cases under £300.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
