Frankly I wouldn't put up with this issue for 15 years. When you're on the phone to FD to pay off the card, speak to them about getting a debit card and/or internet banking set up.

Besides the advice to initiate a formal complaint, you might also want to complain to the CEO of Royal Mail too at the same time about the quality of delivery in your area if your mail is consistently going missing.
I had delivery issues (with actual letters being left outside for no reason - I don't have a snappy dog or letterbox and the items were standard letter sized) and writing to the CEO did wonders, as one of the team took ownership and fixed the issue.
Years ago I had problems with FD card delivery too, as they would insist on using some stupid "secure" courier (part of the DX group) to deliver my bank card - they were the only bank which insisted on this theatre.
They couldn't tell you when they were delivering (other than some 12 hour window), wouldn't leave a card to say they tried and couldn't just leave it in the letterbox.
Eventually after much complaining we agreed I would collect any future cards from my local HSBC branch (which as now happens is now shut for good). Don't think they do that now but it could be an avenue worth pursuing in the meantime.

Well, I'm back to the root issue in this thread - the inability to simply pay Barclaycard by cheque in the post.
First month, bill was paid eventually over the phone and it took an absolute age to do.
Second month, I've now been on phone over 30 minutes and no hope of a resolution to actually complete the payment.0
