You can certainly send redacted evidence. After seeing this thread in my recent searches for dealing with a Letter Before Claim, I have just completed the consultation document on-line.I didn't attach anything but detailed company names, PCN numbers and dates of harassing debt collecting letters as well as my objection to the additional charges added to the initial Penalty Charge.I also endorsed the suggestion I read here that the charges should not be doubled until any appeal or dispute resolution process has fully completed. If the appeal fails, then I thought it's reasonable to increase the Penalty Charge if the original is not paid within a reasonable time frame.3

It's an invoice, not a penalty.
