I filled mine in online. Once submitted you can then download it from the confirmation email as a pdf, so I did that and then emailed it again with my evidence to their email address4

It seems pointless having car parks where there is payment by app when drivers cannot get a signal.
A very valid point and also to add for those writing to their MP
So many private car parks use different parking apps. Often you cannot get a signal, yet there is no alternative means of payment. Also, I don't want to transfer my credit card details across a potentially unsecure network.
Our local railway station car park has just gone down this route and removed all the credit card and cash options.

Young people often get caught out and as many of them are transient (university, first jobs etc.) they can end up with a CCJ which will be a blight on their young lives.4 -
People are missing this because it has slipped to near the bottom of page two of the thread list. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Bumping up again - only 3.5 days left now to get those responses in!
The head honchos of the PPCs will be getting their staff, wives, families etc. to send in a flood of responses saying that the charges are too low, and the debt collection fees should be allowed. This is the last chance for consumers to overwhelm them with the opposite view.
I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.6 -

It then depends if government can be duped again4 -

ETA. Now heard back from my MP (well his assistant) feeding back everything that I had said (as if it was new) and pointing out that the technical consultation was about "the level of additional debt collection fees". Needless to say, a further e-mail has been sent pointing out that the whole thrust of my e-mail had been missed as THAT was exactly what I was pointing out should not happen!
ETA - again. Another e-mail stating "Mr XXX will make representations and follow the course of the bill closely." just received.5 -
I am refreshing Thersa May MP on my email. Decent replies from MP's is not rccket science.
