Thank you again. Using the drop down box, click on appeals and VRN is asked for as is PCN number and Postcode. That's it, only the submit button. No opportunity to add anything else?

What exactly does the NtK say about appealing. CEL NtKs used to say by email or post only?  Please check it out and confirm. 

Exact wording is: "You can appeal in writing only (at www.ce-service.co.ukor by post) within28 days to the address above" Is this a bit of trickery? That's why I asked for an email address. It's in bold script and clicking on that takes you to their web site.

exactly, its online on the website or by post, so use the online website, its not trickery , the missing email address is due to not accepting emailed appeals so no email address provided to negate that possibility

Pressed "Submit" after adding VRN, PCN no and Postcode, so now the RK has to wait then.

I would have thought a new page would come up , where you put in the appeal etc , as keeper

I have never had a private pcn, especially not from CEL, so other than the front page I cannot go further

Right, just tried again and 2nd page has popped up? Asks phone no, and email address. Then I get the chance to respond. Ok to add phone and email? sorry, can't remember but a memory says to ignore?.
