Of course you won't be able to prove when that Notice to Keeper arrived, but what is the Date of Issue of that notice? That's fine. It's just that if it was dated say on 29th September, you might have difficulty convincing anyone that it arrived on 23rd October.alfiemorris said:

Or to put it another way, if the NtK was dated 20th October, there is no possibility of it being 'given' to the keeper before 7th October.3 -

What exactly does the NtK say about appealing. CEL NtKs used to say by email or post only? Please check it out and confirm.alfiemorris said:
