    It most certainly can do. 
    You should win at this stage because CEL do not issue PoFA compliant PCNs, which means a keeper cannot be held liable for the charge
    A tad irrelevant if the driver has been identified. 
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    Then it's all done in her name , you are male secretary and advisor only , her research assistant, anything in her name is her legal responsibility to deal with , unless you have power of attorney due to dementia or whatever illness prevents her dealing with it

    Her name , her address , her email address , her PCN , her responsibility

    You may well be named on an insureance document as allowed to drive, but if you were not driving the car at the time of the incident you have no standing with the court.  If you have a role at all it is backstage.
    You never know how far you can go until you go too far.

    Ok, I get that. Thank you. I'm going to try find out if and when the hours change is/was a legitimate one from the Council tomorrow

    The RK is asking if the template is sent as appeal tomorrow, what happens next? Past and present posts have been scoured and I have to admit, It's not clear. A/.  CEL give up and go away (hope so.) or B/.  RK gets a response in the way of a code for POPLA? What then please?

    probably get a rejection and then she constructs a popla appeal (with your help and ours) and she submits it to popla by uploading it to their website

    Typically what happens next is the appeal gets refused and the keeper gets the opportunity to appeal to PoPLA.

    But you already know this. @Fruitcake told you that in his post on Saturday.
  • Morning all. I have contacted the Local Council. I have asked on behalf of the RK, does a company like CEL need their authority to alter Free Parking time limits on private land. I was advised that this is unlikely, but they will check and contact me by return inside 10 working days. This is of course of no use as the increase in the charge will occur before then. My question is then: Are CEL duty bound to even give notice to a local authority let alone ask permission?  It is felt the RK's only defense that the reduction of 3 to 2 hours is deemed "illegal" as clear signage is displayed but not either read or adhered to and payment is required. As a result If the suggested appeal Template was sent but not accepted, then the full amount plus costs might apply? Is this correct please?
