I do not believe they have to tell the council of any limits , unless previous planning permission has defined limits which they wish to vary
Cel are not duty bound by anything of note , it's an unregulated industry
If a Popla appeal failed then the full sum is payable for a short time , say one month for example , before any extra costs can be demanded , plus it doesn't mean the demand is lawful , it may not be , it often isn't
The full sum is the daily tariff displayed on the PCN and on the signage , typically £100
Discounts are an incentive for early payment , nothing to do with the actual charge shown , just a bribe to try to prevent the saga from continuing to appeal or to court
There is nothing illegal here because no laws have been broken , few laws exist which means it's an unregulated self regulating industry

Only if the planning permission for the car park stipulated a limit. Fur example it's common to grant permission for a new centre as long as the car park has x hours free, or is open to all users and not just those shopping on site, etc. If THOSE conditions are changed then they're in breach of planning.6

Some permissions are only granted by councils if times are stated in the application. Also, some permissions are only granted if leaving site is included.You never know how far you can go until you go too far.4

This would be an easy win for the non driving keeper , which we have told you , because POFA protects the keeper , she is not liable !! So a foolish outcome if that is the decision due to you focussing on the wrong details , so a very poor decision1

Basically, if the PCN is non-POFA and the keeper wasn't driving...the KEEPER can't lose.

Right, re-read Pofa. Ours was an ANPR PCN, not a Windscreen one. Number 7 says: 7. A notice to keeper must be served not later than 14 days after the vehicle was parked. The date the car was parked was 22nd September, the PCN arrived on the 23rd October, 31 days later. This seems contrary to Pofa guidelines. An appeal letter is being prepared.0
