A PCN has arrived here yesterday  informing our car had overstayed by 23 minutes in a 2 Hour Maximum Stay car park controlled by Civil Enforcement Ltd. £100 to pay or £60 if paid in before 14 days. Is £60 the norm now? A bit exorbitant I think. Looking into this company on Companies House they themselves appear to have a very chequered history, many management staff changes, some only employed for just a few months! Anyway, how can this be dealt with? One question please?  Do I have any defence regarding the free time change? I'm fast approaching 70 yrs of age and £60 isn't easily found these days. I look forward to helpful advices please?

    Nine times out of ten these tickets are scams, so consider complaining to your MP, sometimes it can lead to cancellation.,

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers. On 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, and hopefully this will become law shortly

    Yes £100 is the norm discounted to £60 for early payment

    Don't use any firms for this , follow our advice because CEL do not comply with POFA so no keeper liability

    Read the newbies FAQ sticky thread near the top of the forum , 4th announcement down

    Read post one , appeal online as keeper using the blue text template from the thread , no changes at all

    No blabbing about who was driving , so nothing about what happened , a no comment appeal

    From now on , the Driver must always check the signage , on the roads , and in any car park , if not they run the risk of the licence being revoked !! Do not be a Prince Philip , inattention is no defence , nor is the age of the Driver

    The Driver should apply for a blue badge

    But this one will be easy!  You CANNOT have a simpler one to appeal.

    CEL do not use the POFA so all you need is the template appeal from the NEWBIES thread, changing the sentence about PDT machines and replacing it with:

    Your Notice to Keeper fails to comply with the POFA 2012, therefore I cannot be held liable.
    Hi Coupon-mad. So all that is required is to send via email is : Re PCN number: I dispute your "parking charge" as the keeper etc etc, remove the para' regards a PDT machine and instead write "Your Notice to keeper fails to comply..... Will this suffice to quash this charge then? The signage has been visited and it is clearly 2 Hours Maximum Stay. Below in smaller print, these terms apply to all vehicles arriving between 06.30AM and 20.00pm daily. strictly no parking outside these hours. The driver arrived 19.13pm and left 21.36pm.

    you adapt the blue text template by removing what she said and adding what she said instead, it really couldnt be simpler !!

    then you go to the CEL website and appeal online, as keeper, in the appeal section , appeal now box , making sure you do not tick wrong boxes like driver, copy and paste the adapted appeal in , with name , address , email and any pcn reference etc, then submit it

    its unlikely to get it quashed, but should obtain a popla code for stage 2 , POPLA

    you dont want to be telling the whole world who did what either, mums the word !!!

    What Redx means by that is, for example, the last sentence of your most recent post would be better as "The driver arrived 18.27pm and left 20.50pm".

    And earlier in that same post, "
    I've visited that car park today to view signage".

    Subtle changes, but they make all the difference.

    Adjust your opening post similarly.
