while I appreciate the assistance I am receiving here, the advice largely seems to be just that, that I should see it through to court!
That is because the IAS is a kangaroo court, where only 5% of appeals are upheld by anonymous 'adjudicators' whose approach/policy is clearly biased in favour of the industry.  We are just telling you like it is.

Court is the only stage where these IPC cases are won (except for a very rare, odd IAS win) because the appeals 'service' is a farce.  This is why the Government are stepping in to replace it next year with a statutory appeals service, not a bent one.

I didn't say don't appeal to the PPC and I didn't say don't state that the driver displayed a permit (the template talks about attaching evidence with an appeal, such as a Blue Badge or permit, if applicable).  And if you really want to, try IAS but don't pay when they say no to your appeal and please don't come asking us for the 'next steps' (pet hate).  We have told you all possible steps and the only one that's likely to matter, is court, whether you like the thought of it or not.

If you try IAS and can evidence with photos that the permit was displayed, you MIGHT win.  But don't hold your breath.  We are just being honest with you and not letting you think there is a real appeal open to you.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks. And would you advise using the other grounds for appeal (other than displaying a permit) such as no requirement to do so under the lease, peaceful enjoyment of property under the terms of the lease etc or should that be saved for court?

Yes, throw it all at the IAS if you wish to try it - but you need evidence galore, including the ENTIRE lease. I recall the IAS deciding against someone who only appended some pages from their lease, because the adjudicator said there was no evidence it was the lease for that flat.

The IAS 'adjudicator' (friend of the IPC) will look for an 'out' for their beloved paying PPC.  They will not care about you but think of it as a game of chess and keep replying at every stage and you might be a rare IAS winner, if the permit WAS displayed (not slipped?).

    At LBC stage now (Gladstones)

I'm going to submit SAR to PPC, and tell their solicitor I am seeking debt advice but where does their dodgy £60 add-on become a problem for them?

If it gets to a court claim - one of your defence points (as already noted in the defence template) addresses this double-recovery point. :)

This is outside my flat. I am currently selling my old car, visitor permit does not display reg and nothing in the terms to suggest maximum usage period. There is currently an abandoned vehicle displaying one which has never been ticketed. Permit and ticket issued by UK Car Park Management.
Just reminding us all of what this is about so I quoted the above from your first post to help with context.

    Thanks.

They also got me on another car for parking over the line (still at 'debt recovery' stage)

I am curious about the sentence where I requesting details on all PCNs. I presume although forcing them to bring as one case, they could be ruled on independently, but legal merits of each are largely the same

Got the SAR back which is the usual PCNs and database searches, but excludes any correspondence with the landowner who I requested to contact the PPC on my behalf. Crucially these emails would have contained the photos I send with evidence of the permit being displayed. They also have me parking over the line in to a dead space on another vehicle.

After the 30 days from my email stating that I deny the debt and am seeking debt advice, I now also have the solicitor harassing me at work trying to contact me via reception.

They might struggle wth that, many judges regard such claims as a waste of court time.

Yes, I suspect even they know that, as claims only relate to the permit, although that occurred 6m earlier
