Apologies. I have done my reading now and my first port of call will be the housing association although I am struggling to find examples of previous case to establish the correct wording other than relying on the obvious detailing that I displayed a permit. There was a thread from the same HA in 2013 where they had a ticket cancelled but that was the last update by the OP before the thread was locked and I'm not entirely confident quoting my lease back to the freeholder.

If the HA isd a registered charity, complain to The Charity Commissions, they have no business getting into bed with scammers.

Guessing 'registered charitable housing association' doesn't count as can't find a charity number

You know when we say we offer 100% discount?  We DON'T mean ''try for 14 days then pay like some sort of victim''...!

You are NOT SAVING £40 if you pay.

You do realise that it will take longer to defeat this than 14 days, unless the landowner/managing agent will step in.

Plenty of Housing Associations and agents will cancel these and your first reply here asked ''what happened when you complained to the landowner?''  All your replies have been about appealing.  That's not what we said.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

My first contact with anyone was the landowner who told me to appeal to the PPC first and come back to them which further to advice here I've realised was a fob off. Now I would like to know what approach to take with the HA so I was looking for previous cases where HA's have cancelled tickets and the approach taken to get them to do so. As they are the freeholder and I don't want to start quoting their lease back to them so was looking for other angles. I'm not sure the charity angle is relevant. Most of the experiences seem to be that they refuse to cancel except one involving the same HA as me however the wording is not given and the thread is locked.

Housing Associations have an agreement with UKCPM.  My cousin works for one and they cancel them - one phone call.

But that is exactly what you should be dong!  You presumably pay to live there and you reside within the rules and regulations of the lease (be it the head lease or your lease) the least you can expect is that the HA acts within the same rules and regulations.

If the landowner is an HA expect to be fo fobbed , in many cases they treat their tenants with utter contempt. Mind you, imo, some tenants probably deserve it.

Fair point. Although my lease seems to be 99% about the obligations of the leaseholder and the rights of the landlord.

There is the 'no commercial use of the land', but nothing about quiet enjoyment of the property or anything along those lines.
