    If you are within the 21 days from the windscreen PCN you could appeal now.  If not, wait for the NTK but nothing will 'work' so who cares, really?  You won't see any appeal allowed and you won't be paying.  If you don't know this, and thought appeal was important, you haven't read enough IPC threads.
    Most threads seem to detail appeals to the PPC and IAS. In fact many include your own helpful appeal wordings but these threads are several years old and if appeals are now pointless then what is my next step?

    I've just seen

    DON'T TRY IAS & PLEASE DON'T POST ASKING FOR YOUR 'NEXT STEP'. NONE, TILL COURT

    and not particularly comfortable with that course of action because although I have the evidence I displayed a permit, there of course are many other grounds that the 'Parking Charge' was invalid, but I don't want to find myself having to reel off one after the other in the hope that one sticks.

    CPM have just issued the NTK which states that all complains must go through them first, which seems prejudicial to my case, and suggests I should do the exact opposite.

    Don't believe the NEWBIE sticky then, your call, nor the regulars, who will tell you that IAS is a kangaroo court and is not independent.  Very few IAS appeals come out in favour of the motorist.  If you are complaining (as opposed to appealing) of course complaints procedure must be followed an it is normal to exhaust the company complaints procedure before moving on to other avenues.

    You have to appreciate that the advice to go to (Skype) court is daunting and while I appreciate the assistance I am receiving here, the advice largely seems to be just that, that I should see it through to court!
    Having displayed a permit appears quite irrelevant thus far in terms of the PPC and any supposed appeal service so when does that actually become a valid defence and what else will I need to use?

    And again, while I appreciate the help, no one here is going to represent me in court so I feel I can only request advice specific to my case at each step closer to that point. Currently I have been advised to complain but wait until court...

    Vehicle Hirers

    If you are a vehicle-hire firm and the vehicle was hired out at the time the parking took place, please let us know and provide us with a copy of the hire agreement and a copy of a statement of liability signed by the hirer under that hire agreement

    Appeals & Enquiries

    In the event that you wish to dispute liability for this Parking Charge, within 21 days (beginning with the day after that on which this notice is given) please provide your full name and address, vehicle registration number and the Parking Reference on the reverse of this Notice providing your full reasons. Appeal decisions should be provided within 28 days. In the event that your appeal is unsuccessful then we will provide you with the appropriate details enabling you to lodge an appeal to the Independent Appeals Service Details of the appeal procedure can be found at www.thelas.org. The Independent Appeals Service (IAS) provides an Alternative Dispute Resolution scheme for disputes of this type. We will engage with the IAS Standard Appeals Service providing you comply with our internal appeals procedure as detailed herein and that thereafter you lodge an appeal to the IAS within 21 days of rejection

    If you do appeal and do not hear from us within 28 days then please contact us, do not assume that your appeal has been successful

    Due to legal procedures, it is difficult for UK-CPM Ltd to submit verbal evidence before the court. We therefore regret that we are unable to deal with telephone enquiries with regard to the issue of this PCN.     This charge has been lawfully issued and the collection process will be carried out in accordance with The Administration of Justice Act 1970.

    if you were not the driver of the vehicle stated when the vehicle was parked in the above manner, or you were the keeper of the vehide stated when the vehicle was parked in the above manner but it was in the possession of another person (either with or without your consent), please provide any information that will lead to the true identification of the driver responsible by completing our online Transfer of Liability form at www.cpmappeals.co.uk/tol within 28 days of this notice,

    If you are appealing the PCN you use the individual PPC's appeal procedure, when/if that fails you go to IAS (similar to POPLA for BPA PPCs), however if you are complaining you need to exhaust the PPC complaints procedure first tan the the IPC as you have included in that section above.  You need to sort out whether you are appealing or complaining.  Apologies if you have explained this earlier, I haven't read back through the thread.

    I consider this a fraudulent ticket thus a valid complaint about their actions, attack is the best form of defence, and appealing has been dismissed as a waste of time.
