Yes, but you would have to supply the opening read based on your best guess. which SP might dispute. No free lunch, and no free laptop0

So who "owns" the meter ?Scottish Power or some independant body ?At the moment - I am getting absolutely nowhere - my emails to SP DirSupp are being totally ignored - despite having a reference numberI had a meter reading request yesterday - but, obviously cannot do it - they will no doubt use estimated readings which will be many times my normal £35 payment0

The supplier has a legal duty to maintain the meter under the Electricity Act 1989, schedule 7 section 10 (2). https://www.legislation.gov.uk/ukpga/1989/29/schedule/7
If it sticks, force it.
If it breaks, well it wasn't working right anyway.0 -
OK Update - I cannot even get a response from SP - So emailed LOWRI BECK - The company who keeps on cancelling appointments at short notice by txt - and asked them to fit a replacement meterThey replied "We only fit SMART METERS"I had requested a DUMB METERLowri Beck then asked me to contact SP to ask them to give LB permission to fit a like for like dumb meterI told them where to go....Awaiting response !0

I have googled the LOWRI BECK who txt me (cancelling 5 appts at short notice) and it is a company contracted by SP to replace meters. I have emailed them and they tell me that I must accept a SMART METER as a replacement.I TOLD THEM THAT THEY COULD GO AND TAKE A RUNNING JUMP - NO SMART METER WAS COMING ANYWHERE NEAR MY HOUSE !I have checked SP own rules (https://web-content.scottishpower.co.uk/files/pdf/Guaranteed-Standards-A4.pdf) - They have missed 5 appointments and have not paid me £30 for any of them - so this doubles to £60 per missed appointment - but as they have now missed this as well - does it double again ?They owe me £300 already !0

Solution: allow install of smart meter, wrap in tinfoil, submit manual readings. Job done.No free lunch, and no free laptop1 -
