I have received two LBC from CST Law on behalf of DRP dated the 24th of June
(30 Days later is 24 of July)
They arrived last week!
The 1st LBC had no attached paperwork
The 2nd LBC had x2 forms asking for payment and financial details
I am going to use the SAR template suggested here and
state I am seeking advise on paying debt using the wording in this thread/ in the SAR template

Thank you- I received the following letter last week regarding a PCN from a private car park in 2016
- The gist of the situation was that
- I used a parking app to make a last-minute minute booking using a '''Last-minute'' feature booking & paid for the slot
- Conkai then sent an email after I had departed to the destination saying I could only park in certain numbered bays so I did not see this when parking
- This was not made clear on the webpage in the parking app
- and I have screenshots of the webpage that show this was not made clear
- and it was not made clear that you had to read a follow-up email from them telling you where to park in their car park!
- I was advised on this forum to include wording to the effect that this flouted the law on distance selling regulations
- which I did in the email to both Conkai and CST
- I have the original ticket
- I contacted the online parking company with whom I booked the slot and they said they could do nothing at the moment
- I contacted Conkai & CST Law and asked for a SAR as as the above from last summer 2020 advise
- - Subject Acess Request - they never replied by email or letter
- I also used the suggested wording on the forum disputing the debt
- As I now have a Letter Of Claim
Could you advise as to my next steps please?
- Should I dispute the matter with an email sent tonight as I did before covering steps 3 to 14 above
- and ask for a SAR again?
- Or am i looking at defending a Court Case

Dear all,
Total newbie here having joined the group solely because I found this thread. I have also received 2 letters before claim from CST Law similar to the recent ones posted in this thread. The letter states that the total outstanding is now £145 (£130 fine + £15 for time spent recovering the charge) although I believe the fine was initially £70. The letter states that UKPC are the claimant but they are asking us to make the payment to Debt Recovery Plus. It states I have 30 days to pay or reply, however like many others, I only received the letter now due to moving to a new house and one of them being redirected and the other being passed on by the new owner of our old house. The date on both letters is 29th December and I thought it was a bit strange that I received two copies of the same letter before claim.
Following reading the newbies thread I am planning on completing the SAR request using the advice outlined in the newbies thread and sending an email to CST Law again using the template provided in the newbies thread.
Not sure if it is relevant as I have read on the thread that all claims are basically the same but I will provide some content to the fine incase there is anything that we should do additionally/differently. I first received the parking fine at a hospital car park controlled by UKPC in March 2017. If I can remember correctly the parking ticket that was on the car dashboard was only 20-25 minutes over when I returned to the car. The reason I was back late to the car is because I was told to collect my partner after having an operation, however, due to complications she wasn’t ready when I arrived but I had already purchased a ticket. I left the car park and came back when I had a phone call from the hospital to say she was ready, not thinking (for obvious reasons), I didn’t get a new ticket and I left the one I had already previously purchased on display. When I returned it was over the time due to more delays waiting for medications to be provided before she was discharged from the hospital. Again not sure if it is relevant but the car is no longer registered under the plate they are claiming as my partner has since purchased a private plate.
At the time, I believed it was an unfair parking ticket considering the circumstances so decided to appeal it as I have never had one before and thought that the parking ticket firm would be reasonable- I was obviously very wrong. I am not the registered owner of the car as it is my partners, however, I was the one driving the vehicle. I feel like I must have admitted this to them during trying to appeal the fine initially. I cannot access my appeal statement as it was done through an online portal which does not bring anything up now which means I cannot see exactly what was said but I’ve a feeling I was as honest as the letter of intent is addressed to myself rather than my partner who is the registered keeper.
Since the appeal was not accepted and they still wanted us to pay the fine, I read online that UKPC were a firm which were not thought highly of and the advice I found online was to not pay the fine. Since then, I have received various letters of them putting the fine up and bringing the fine down from different firms. Mainly the letters were from debt recovery plus. The advice I saw online was to still ignore these letters as they were not legit firms.
Any help that can be given would be greatly appreciated as I have never had to deal with something like this before so am far from an expert.

Welcome! The only thing that is different about your case is this:I first received the parking fine at a hospital car park controlled by UKPC in March 2017.
So, complain to PALS and the CEO of that NHS Trust and demand they step in and cancel this horrific harassment spanning four years.
Don't ask what PALS is or you will hear the regulars scream, even from your position on the sofa at your house!
