    I am sure Martin Lewis said, just because WHO advised travel, doesn't mean you can claim from travel insurance. Can anyone confirm??

     Depends on the insurance. Mine covers pandemics and travel curtailment if the government advise, however it seems this poster was acting on Spanish government & WHO advise which wouldn't be covered. 
     Many cheaper policies don't cover any of that

    When you booked with Ryanair  did you book a return?

    No the return was with Vueling
    Then I don't understand what your insurer is telling you.
    AFAIK as Ryainair flight flew they have fulfilled the contract, and I've not seen a singe post on here that states otherwise.
    But I have seen  plenty of posts with the insurer trying to dodge paying out.
    I would raise a  complaint

    We’ve flights booked with Ryanair to Lisbon on the 20th June. Recently had an email telling me Ryanair have changed the flight time (outbound) and we can either confirm the new flight or contact customer services to ‘move’ the flight. 
    I had a look at the website and Ryanair are running one flight a day to / from Lisbon every day. These flights are not being cancelled. 
    I’m concerned that by accepting either of Ryanair’s options I’m either committing  to A flight I don’t want or forced to book something else rather than get a refund. 
    Anyone else had this?
    Is it a new flight number, what are the old and new times?

    Ryanair's I believe are over 3 hours to can claim a refund.
    So with your flight you are forced to accept it unless  Ryanair agrees to something different.

    Yes,  most airline that will give you an option to change dates in those circumstances,  but Ryanair isn't one of them.

    My cover has health conditions included, they broker has also made it clear that If an illness prevents you travelling then that is a valid claim. Why are the pushing me to claim off Ryanair? My claim is for the whole trip. both flights and Hotel.
    My return flight was cancelled, my hotel and city was closed I don't know how it was possible for me to use the flight. 
    Ryanair never allowed me an opportunity to change flight as they didn't respond to any call.

      My claim is for the whole trip. both flights and Hotel.
    But you have also stated "My hotel & Vueling(return Flight) have allowed me to move the bookings to November."

    Are you trying to claim from your insurer for your moved bookings?
