    I would remove that reference number if I were you, especially if it is a genuine one.  You never know what malicious people get up to.  Secondly, I believe you should pay the claimant and get a receipt, do you actually have the judgment letter because that would tell you who and how to pay - get a receipt. Then you send the receipt to the court.

    its the phone number I called, you think I should pay the claimant? before challenging that I never got the fine in the first place?

    That looks like a prohibited premium rate 'phone number. It's not the sort of number a government establishment would use.

    You need to find out which court gave the judgement and possibly contact them. Remember that this is a parking forum not a legal help forum.
