To what are they going to compare your photo on your licence? Do they have a database of photos on ALL the driving licences in the country? What about those drivers who don't have photo-card licences?5

Hence wanting them to explain their reason for requiring it, as it is excessive to blanket require it. It is giving them more rope to hang themselves with.5

Don't just use ICO livechat.
Report a data concern using that option. Explain that the PPC is being obstructive and use all the reasons everyone has told you, plus the link below, to explain why consumers should NOT have to provide photo ID to a parking firm for a remote SAR where your photo is never needed and can be misused:

I have a pink driving licence , same as my wife , no photo , but all driver numbers have the date of birth , so in order to stop a PPC obtaining further personal details and data , do not use driving licences or passports
You said earlier that no I D is required , not true , just ensure its not photo ID and doesn't give away more data3 -

I have spoken to our legal department and they have confirmed I can accept the V5C. Your SAR will leave us today by recorded delivery.
I just realised I haven’t emailed Gladstone’s yet!2 -
I had an email back that the parking fine cannot be cancelled as it is at LBC stage and ‘parking within a disabled bay’ the driver unfortunately reversed onto it because at that time there was no way in or out due to other cars.I guess it’ll be court then?0
