I am not sure what exactly to put - something around the fee being unfair or? 

What fee, there isn't a fee and you cannot suggest that the £100 parking charge itself is too high, sadly, because it doesn't have to equate to any loss.  Say you are seeking debt advice but that you dispute and deny any debt, and why.

I have had a response for my SAR request. I know from the Newbies forum to refuse to provide identification - is there a particular wording for this? I want to say:

That I can verify that I am the owner of such information held about me and it is not a requirement that such personal information including driving licence or passport be given as evidence to receive information held about myself.. that doesn't make sense...

You just show your V5C and refuse the photo ID.  No templates needed.

If you need further confirmation just go to the ICO site and you will find the same information that @Coupon-mad just stated.

They replied with:

I am sorry you find the request for ID intrusive but I am sure you can appreciate we have to keep in line with GDPR rules and regulations. ID needs to be photographic ID please. Without the required ID I am unable to send out a subject access request.

State their unreasonable refusal to perform their duties has been noted, and ask why Photo ID is needed, as this is unnecessary and disproportionate as the ICO guidelines state. You must supply your reason why a V5c is not sufficient proof of identity and relationship to the vehicle, when you dont have any way to compare the picture on the ID to me - as this is an at a distance SAR .
POint out their response will be included in your complaint to the ICO
Meanwhile their deadline to provide the SAR response hasnt stopped, and will expire on.... (submission plus 30 days)

I went on the ICO webchat and they suggested I send a copy of my licence and a utility bill!!

Thats wrong
Thats only if they have *reason* to suspect you are not who you say you are. They have no reason and, as pointed out, nothing to compare your photo with - so photID has no sense here. Its why I want you toget them to give their reason why they need photoID
