How does asking someone other than the OP for ID "get themselves off the hook". If anything it's put them firmly on the hook by proving that they've breached the contract and not delivered the item to the named buyer. It really doesn't matter that the OP can or cannot get the Police involved, the real issue is that Amazon have not carried out the contract, by their own admission, and therefore are liable, plain and simple.

OP, you need to tell Amazon that it's not your responsibility to be getting the Police involved, the theft, if any is not from you but from Amazon. The item wasn't delivered to the address as specified and you now hold them in breach of contract. If this doesn't get you a resolution then send them an LBA.
My friend i already gave them the Crime reference number
i have even posted their email they are simply saying we wont do anything unless i provide the physical copy of that report

Forget the crime ref. or chasing up with the police. This is not your responsibility. You need to be firm with them but polite and explain that they have, by their own admission, delivered to someone else and therefore are in breach of contract and if they don't rectify it themselves then you will be taking legal action to recover your funds. Explain it's not for you to be chasing up the Police over a theft because it was never in your possession in the first place so the Police wont deal with it.

If you google you can find templates for LBAs but essentially it should outline what has happened, why you believe Amazon are in breach of contract and give them a a short period to come up with a remedy to put things right, ie, full refund or redeliver a replacement. If by the end of this period (say 14 days) you will proceed with a small claims action against them.

The only caveat is because you're dealing with Amazon I'm not sure what the legal jurisdiction is with them these days and whether you can use the UK small claims process with them.

Thank you for highlighting your concern regarding the order #202-0318795-4872358.

We appreciate your cooperation in this regard and providing us the online police crime number. I wish I could help you with the online crime report but to proceed further we need a scanned copy of a physical police report.

I request you to please forward a PDF, JPG or PNG copy of the police report to the following address: so that we can investigate further. Please be sure to include key information including:

    - Name/Rank of the officer
    - Name of police station
    - Phone Number of police station
    - Crime Reference Number

As the outcome of our detailed investigation suggests that the item was delivered, unfortunately without any such police report reporting the crime of theft or interception of the item, we are unable to take further action.

If you need further assistance, please do not hesitate to contact us back any time and rest assured that we will do everything we can to help you.

LBA = Letter Before Action. Google is your friend.

Contact Amazon again and explain to them (again) that the goods remain at their liability until delivered to the nominated address - a neighbour (unless previously agreed to by you) is NOT the nominated address. (The part to quote from the Consumer Rights Act has already been mentioned). Explain that your next course of action will be a Letter Before Action followed by a Court Claim.

If they still don't do anything - do it. (LBA then Court claim).

Question: how did you pay? Did you use a credit card? If yes then raise a Section 75 claim with the card provider.

    I paid with Debit Card

I have already sent them this on Jeff@amazon and amazon customer service and other department who looks after these cases

    DEAR SIR
    LETTER BEFORE ACTION
    ORDER # ---
    ORDER #--
I am writing regarding these 2 items, ordered i placed on 3/04/2019 with amazon and which i have not received.
I do not understand the claim made by your telephone representative, who have wasted several hours of my time with this nonsense, that I need to make a police report regarding your failure to deliver these orders.
Just for resolution i informed police in my area and even gave the Crime reference number and following details to your team
    Crime reference number ---
    Metropolitan police
    Contact Number :---
    Email address: ---
    Officer Name & Rank : --
    Shoulder Number :---
Although in layman's terms you have "stolen" the money I paid you for these two items , the police will not be arresting you over this matter.
This is a civil matter between us - I paid you for these items and you have not delivered it.
Your telephone representatives inform me that you have delivered these items, pertaining to be this order, to a neighbor House number 25 in my street The person at that address tells me that no-one by the name of
    lives there.
Perhaps the package was stolen by one of my neighbors or perhaps it was stolen by your delivery driver - I don't know, but that is your problem, not mine. I have not received these items for which I paid you £1658.97.
I am writing to inform you, therefore, that I will be forced to take legal action if I have not received the orders, or a full refund, within 14 days. I shall hold you liable for my costs

    your in frustration.

But they are stuck with that Physical report thing
