    So the last letter I got from CEL was the Cessation of correspondence.

    I am hoping this means they don't want to take this any further.
    Why not log into their website and go as if to pay your PCN. That should give you the current status of the PCN. If it says ‘cancelled’, you can then sleep easy.

    Come back and tell us what it says.

    Coupon-Mad, I am already kicking myself for not coming here before appealing and of course I would not have revealed the driver....truth is, I just didn't look for help or know where to find it until these locusts pushed me too far and it was too late.

    I have taken everything in and I thank you again for your previous (or future) advice.

    Can't wait to read the new Parking (Code of Practice) 2019 when it becomes available.

    Have you heard anything from the Port of Wells Harbour regarding the byelaws situation?

    Would you recommend writing to Civil Enforcement or the 'solicitors' to inform them about the byelaws or just wait and see if they take court action and then mention it?

  • Interesting. What is the upshot of this; and can you explain the connotations of a GFY letter? They have been made aware that there is legal action impending against them after we received a PCN having bought an all-day ticket, and seem completely beside themselves and totally unprepared to deal with someone willing to tackle it so decisively. I have a call scheduled with the Harbour Master tomorrow; is it legally bulletproof that private companies cannot pursue these PCNs?

    They can't pursue a REGISTERED KEEPER on byelaws land (but could offer a contract or parking licence to a driver).

    So when complaining, you complain in registered keeper mode.
