How about this email as a reply:
Hello,
Please can you confirm that this would be a full and final settlement. I will not receive any more letters from yourselves, DRP OR any other third party associated with this PCN?
Furthermore, please explain how I will be issued a refund for the £5.60 I originally paid for parking, as if this has not covered me for my parking on the date in question then it has effectively been stolen from me?

I would send them a cheque with a remittance advice showing the £15 .. MINUS the £5.60 you paid. In full and final settlement.
Your cheque = £9.40
Or they may care to explain to a judge why they are retaining your money.

Sorry to keep banging on just want to get this absolutely correct. Shall I not bother to email them first and ask because they are saying payment can be made by telephone. Doesn't mention any other payment method?
I would be happy to write cheque but they are saying they need payment in 7 days.
Is there a template anyway to sending full and final settlement letter?0 -

You have their address, post them a cheque getting proof of posting from the PO.
Dear Sirs
REF: ........
REMITTANCE ADVICE
Please find enclosed my cheque as follows:-
Your reduced amount .......... £15.00
Minus fee already paid ......... £ 5.60
Payment enclosed ................£ 9.40
This payment is in full and final settlement
Once posted, advise them by email that you have posted
your cheque in full and final settlement
(no need to tell them for how much)

While it might stick in the craw, attempts to negotiate this down which will take you beyond the 7 days are likely to blow up in your face. Then you're back to £100, with no turning back.

Well they could try but there is still the case that they stole money and at no time offered a refund. Very dodgy ground for them. At least with £9.40 they can get a couple of kebabs ?0 -
It may be 'dodgy ground', but there's 6 years of potential grief awaiting the OP (and uncertainty as to whether legal proceedings will be dropping through the letterbox in the forthcoming 72 months) if the 'offer' is missed.
I'm not saying it's great, but the OP has a time-limited choice to make in the next 7 days, it's his money, his life - none of us will have to handle the fall out - long after the rant is all over.Please note, we are not a legal advice forum.
