I guess you're not going to your brother's wedding because you've not been invited...
If your brother doesn't send you an invite or tell you what date the wedding is... that's a pretty good sign that he doesn't want you there.

we put this in the info with the invitations. K & S both have a learning disability and we just wanted the day to be a celebration. It was an amazing day. Some people gave gifts, some didn’t. But they all made it a day to remember. “K and S are already enjoying sharing a home together and thanks to so much generosity when they were moving in they have all of the things that they need to enjoy their time there. Because of this, we are not intending to produce a gift list. We are however working hard towards a memorable honeymoon, hopefully in Italy, and are saving carefully for this. If you did wish to make a small contribution to help S and K to experience this then we would be very appreciative and will have a method on the website for gifting or a post box at the venue. Ultimately, attending a wedding is an expense for everyone whether you are travelling from far and wide or making arrangements for others care while you attend so the greatest gift would be your presence on this day.0

my sister had the same expectation when she got married on me, but after knowing I was out of a job she said nothing and I still attended. I did not prepare a gift.

She sis your sister - tell her frankly what you can afford, ask if that means if you are still welcome or not and wait for HER to make the decision about whether you go or not.
