I shudder to think that there are people driving who seem to not see either a fixed camera nor a Mobile unit and apparantly don't know that either of them were present.

Perhaps you should buy a car with a speed limit function. My car has one and it works really well and I am sure has prevented speeding fines
When you think about it, what better place to set up? Assuming the mobile was after the fixed.
Catch the people who slow down for the camera just to speed up again and also catch those who - like the OP's wife - is so oblivious and lacking care & attention that they go past 1 camera and still fail to slow down.You keep using that word. The money saving option in this case sounds like spending on education before her driving involves a serious accident. If possible find a really good driving instructor who can evaluate her driving and work out a program of education to help her. I have a friend based in Bournemouth who could help, but I guess that is too far away for you. He has worked with a lot of drivers who sound to have a similar driving history to your wife. Unfortunately not everyone can be educated to improve their driving, but surely worth a try.
For recommendations maybe try contacting the IAM or similar organisation for some advise?
