This forum does make me laugh sometimes.
If you're out of the house as much as you claim, how can you possibly know the child doesn't get taken out?0 -
Talk to them. Be calm and friendly and point out the facts. Just stick to the noise issue as any perceived criticism of thier parenting is unlikely to go down well. Reporting to the letting agent will just make them think you are trying to get them into trouble. It may be they don't realise how much you can actually hear or they are just used to the loudness and don't stop to think that it bothers other people. The child may have a disability or the parents may be stressed and not know what to do. We had a noisy neighbour once. I will leave you to guess what the noise was! My husband went to speak to them - cringe- and it turned out the guy was deaf. So sometimes people are not being deliberately inconsiderate, they just may not realise.
You shouldn't have to leave your own house because of noise but maybe try it a few times just because once you tune into something its hard to not hear it. My last house was near a busy road but after a few weeks I never noticed the road noise. Also the child will hopefully go to nursery and then school. Most noisy toddlers do calm down with time.0
