It is, but it casts a slant on the relationship that is not actually there and in turn affects the perception of it.;)

True, but it gives her a status in the OP's life that she doesn't actually have and which, in the circumstances, is an important fact.

It gives them the knowedge that she has legal rights, that she is Next of Kin, that he has made a considered decision to make her a permanent fixture in his life. It is, or should be, the joining of two families.
