I’ve been away from Sky for 15 months now, got a £17 a month offer for Signature which I thought was acceptable for Sky Q. However, after an online chat they refuse to budge on the HD charge of £4 a month which I refuse to pay. This should be standard in 2024.

Im happy to walk away and get my Sky shows via Now.
You should consider the whole cost though regardless of how they break it down.
    £21 a month is a decent price.
This will probably be a 24 month contract though, so 2 price increases. The % of the increase is worked out on the full price as well, not what the customer pays. I agree with @Birdman2015 that is too much, more than I would be willing to pay for what amounts to channels you can get on fta live tv or catch up, with a few of the extra Sky ones included. There shouldn't be an extra charge for HD nowadays.
Indeed, I’m looking at probably £27 in May 26 after 2 increases. I’ll happily work away with my BT Pro box for recording and Now Tv at £6 a month for my Sky shows.

But there is.. And as long as we continue to pay the extra, Sky will continue to rip us off!!
I don't pay the extra, or anything to Sky anymore. Cancelled a few months ago and returned my Sky Q box as soon as the packaging arrived. Now watch freesat through the TV, watch what I used to record on catch up apps. Subscribe to Netflix and Prime Video, get 3 month free trials for Apple TV+. Saving a lot even with the streaming subscriptions and never run out of good things to watch. We have season tickets for our local football team so no need for Sky Sports either.

They can only 'rip us off' if people sign up without being aware of the charges, but you do like your hyperbole don't you ;)

I'm dismayed - Sky haven't sent me an invite to rejoin (for the standard fee anyway) this week!

IMHO, the inflation-plus increases are a rip-off; the term refers to excessive pricing, regardless of the circumstances.
The fact that Sky are prepared to offer varying "discounts" to people who call means that they are over-charging those who don't.
Whilst you can legitimately say that it's up to people to take matters into their own hands and haggle, the sheeple who don't are effectively over-paying and thus being taken advantage of, ie. being ripped-off.

I re-contracted in May for Signature & Movies at £28.50 a month after taking it to the brink after a "Best Offer" of £45 a month.

Today I received an offer for Sky Sports at £22 a month.  However when I investigated it further, it made my monthly cost £35 a month instead of the potential £50.50 - it was showing as Cinema for £13, Sports for £22 and Signature for £0 if I contracted for 24 months.  This seemed too good to be true so I called sky.  It wasnt too good to be true and I now have signature, cinema and sports for £35 a month until July 2026.

    I'm currently out of contract.

On Friday I was offered Signature for £24.50, but HD add-on brought it up to £29 I think.  24 month contract.
I thought it was a lot for what is the basic channels - most of which are FTA and already in HD.

So I cancelled the subscription.  Should I expect a call back from the retention dept?  I'm not particularly fussed, but what would be a deal worth accepting for the basic package?  No movies or sports viewed.  I'd only want what I've got but for a lower amount.

Why is the HD add-on so expensive?

Does the contract for 24months stipulate 2 price rises during the 24 month term - at what intervals?

You should be able to negotiate it down to £17 per month. From next January mid-term price increases will be banned by the regulator.

Not exactly - they have to state their planned increases up-front.
(They can't do inflation-plus ones though.)
