If it hasnt already been mentioned, its worth messaging the Parking prankster, and it would also be worth lodging a formal complaint with Chanel 5, who appear to be endorsing this letter.
If you didn't know what "Can't pay we'll take it away was a channel 5 programme the the use of the C5 logo and the words Cant pay we'll take it away is incredibly miss leading, even more so as its not titled "DCBL,as featured on Channel 5's Cant pay we'll take it away"
In fact if you want to be pedantic then it could even be read as Channel 5 are involved with this and behind it in some way.
You could post it on Channel 5's facebook page and ask them why they are endorsing misleading practices https://www.facebook.com/channel5ukFrom the Plain Language Commission:

This is not in the interests of viewers

You see a lot of dcbl letterheads on the paperwork, and I think they have some logo on the uniform? I can't rememer if they explicitly mention being from dcbl though.0

1:Fixed price, no hidden cost recovery service so effectively vcs are out of pocket when you tell DCBL to "do one"
2:We do not accept cases that we feel will not achieve positive results
being a member of the BPA and knowing the rules in the KODOE agreement , they should know that the vcs/airport cases are based on land that is non applicable , perhaps they cannot read?Save a Rachael

Slight confusion above.
DCBL are behind the TV series; 'Cant Pay we Will Take it Away'. A completely separate firm called The Sheriffs Office are behind a different TV series called: 'The Sheriffs are Coming'.
DCBL act under the authority of an individual by the name of Ms Claire Sandbrook of Shergroup Ltd (who bizarrely lives in Florida) and should not be confused with the Sheriffs Office.0 -
Yeah, it's just a debt collector, but there's still plenty of complaints about it being misleading. "Can't pay, we'll take it away" on prime time tv only deals with bailiff actions and reposession, so it's unlikely the general public understand the distinction. By even mentioning the show and catchline, they are trying to form an association that doesn't exist - that if you don't pay up, some guys from dcbl will turn up and take away your tv whilst adding hundreds onto the bill.
That's definitely worthy of complaints to the CSA, IPC, DVLA, Channel 5, Watchdog, and your local MP.
This is the same company that's been trying to escalate the collection charges in order to apply for a high court writ so that they can do exactly that.
You may want to report these notices to the FCA as they are sent under their Consumer Credit License.
