Instead of asking why the driver parked there ? or why the shopping wasn't returned. I would really appreciate if someone suggests a way forward.Hindsight is a good thing but whatever happened cannot be changed.

I didn't ask why they parked there (I do it myself sometimes) , like you say what happened cannot be changed, so to me the way forward is to not use the space in future or be aware that it's a risk.

Don't visit Asda, they have a bad attitude problem towards customers, your money, your choice

I was just looking at the newbies thread and i have a couple of questions. Would be greatfull for the answers.
1.) It states I appeal online around day 24 which in mycase would be the 5th of April ,as windsreen ticket was served on the 12th of March. But the advice here is for me to apply on day 25 i.e 6th April. Does it make any difference at all , if it is day 24 or 25.Sorry if it is a silly question but don't want to get it wrong and mess up with the appeal.
    2) It states on the newbies thread to check when NTK is send out etc. But we are going away until April 10th. So wouldn't be able to keep track of any postal info smart parking send out. Would this be an issue ? I can appeal online to Smart parking when I'm away.

    Asda current advert on TV

"Everything you want for Easter and a little bit more"

They are of course talking about £100 charges whilst shopping as that "little bit more"

    Amusing rubbish

    1) Day 24 or 25 doesn't matter, as long as they receive it by day 28.

    2) The whole point of appealing a windscreen notice (as KEEPER remember, NOT as the driver!) is that they may forget to even send a NTK. No NTK issued means no POFA compliance means no keeper liability whatsoever = game, set and match at POPLA. :)

Can you appeal online to Smart? If so, do that around day 25 or 26 making sure if it's an email that the keeper's postal address is shown in full under their name. As well as the PCN number and VRN of course, being in there.

If Smart only offer a postal appeal (check the PCN now so you are sure), send it sooner, day 21/22. Get a free certificate of posting from the PO counter.

The idea is simply to ensure the appeal from the keeper gets to the PPC shortly before the first 28 days, which gets you almost halfway through the 56 day period during which they have to serve a 'Notice to Keeper'.

It is a deliberate delaying step to 'time them out' for any NTK by the time you can submit a POPLA appeal.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Thanks coupon mad and bod1467.
I was just looking at the smart parking website and I found this link https://payments.townandcityparking.co.uk/live-pgc-user/. So looks like I should be able to appeal online and hopefully it should ask me for the keeper's name and address too, when I appeal.Does it have to be appealed in the registered keeper's name as in DVLA form ? As my friend who was the driver is not the registered keeper on the DVLA papers. The registered keeper is one of her family members.

The information they obtained from the DVLA is all the information they have which is the registered keeper.

Be careful how you use a scammers website, never select "driver", they contacted the keeper and the reply will be from the keeper.
