As I have found out with previous neighbors it's no good talking because what happens on the surface does not happen in reality.
These people are not your previous neighbours. Your first port of call should be to speak to them, as advised loads of times here, and ask when would the best time be for your son to play on his drums.
And yet, you just want to deliberately antagonise them, shown by your repeated use of the words, "revenge", "punishment" "get them back".
You seem to have a vendetta against them because they had the audacity to have building work done on their home and their children do what children do when playing outside.0 -

You're expecting a legal reason to counter their complaints to allow you to continue annoying them which you are justifying because you think they are noisy. If this is a problem for them they will deal with it however they want. Its possible they will involve environmental health and the police.

Some people who have to practice on musical instruments have rented one of those storage rooms/spaces.
They can practice away to their hearts content and there is only "stuff " listening to them.
Could you rent one of those long term for your son, and when he needs/must practice, take him to that.
Then there will be no noise from your house, and if required you can go down the council route with the noise your neighbours are making.0 -

We had a neighbour in a terrace house, he was a idiot with a drum kit.
He thought he had the right to play drums whenever he wanted, the noise was unbearable.
Long story short, we complained, he was told to get rid of the drums or be evicted.
If you live in anything other than a detached house in the middle of nowhere, you can't have drums. It's bloody antisocial0
