I think MSE has helped create this world, where it's all about rights and compensation, rather than consideration and personal responsibility.

Yes what are our "rights"? As we are now a drumming family. Does anybody actually know. I am guessing nobody is going to tell me because you don't actually know.

What about if you were to start to learn the bagpipes and get your own back.

Now we have the drums we want to know what exactly we can and cannot do according to the authorities as consideration went out of the equation long time ago.

Does anybody actually know?

Go for it. You can make as much noise you want to make until told by the court that you must no longer make that noise. Until the neighbours or the council get that order there is no penalty for making noise.
