You have had a few drummers reply. How many people reading this part of the forum do you think are drummers? It's probably not going to be many.

You have also had constructive replies saying how to soundproof a room or garage.

And yet you keep saying that you haven't had any. What you mean, is that you haven't had any that say what you want to hear.

And you keep going on about your rights, ignoring the equal rights of your neighbours.

Why won't you speak to your neighbours?.

I imagine its no different to buying them a mini bike or quadbike that is either constantly being revved up and down the street or hit with the spanner in the yard. No different to those who blast their music all day long, as much as you have rights, or neighbours have rights, it still goes on up and down the country.

Were it a choice of my autistic Son thumping a drum or thumping the walls, I know which I would prefer as well as the neighbours. So long as he plays them in small moderation in a considerated manner, I see no harm.

I would look into ways of sound proofing the room (it can be done cheaply with a little DIY) or consider getting him a shielded shed to play them in.

The neighbors have been less than considerate towards us.

Now we have the drums we want to know what exactly we can and cannot do according to the authorities as consideration went out of the equation long time ago.

    Does anybody actually know?

I am guessing the people who have replied are more expressive or dominant rather than analytical.

I think this observation on a previous thread started by the OP is rather sums up the value of his threads....

This did not work/help me when travellers were noisy 24/7 and living next door to us. So I was wondering what actually pushes the authorities into action?

So being subjected to loads of noise from your trashbag traveller neighbors has inspired you to become a bigger trashbag to your new neighbors.
    Awesome!

All that demonstrates is that a couple share one MSE login, possibly sharing one computer and not wishing to log in & out every time.

    Awesome!
Or, being subjected to loud noise levels from neighbours makes you realise that your previous low tolerance was abnormal, and you therefore develop a much higher tolerance for noise.

Why won't you speak to your neighbours?.

As I have found out with previous neighbors it's no good talking because what happens on the surface does not happen in reality.
And you keep going on about your rights, ignoring the equal rights of your neighbours.

The thing is our neighbors have dished out enough inconsiderate noise over the years. I want to be in a position of quietly, calmly, know what I am going to say and do by asking on this forum in advance. Call me a troll if you like? But I want to know what I am doing by being forewarned and forearmed. So when and if they knock on my door I can politely, eloquently and knowingly tell them where to get off!

Now we have the drums. As I learnt with our last neighbors revenge is a dish best served cold as there was nothing I could do about the noise.
Go for it. You can make as much noise you want to make until told by the court that you must no longer make that noise. Until the neighbours or the council get that order there is no penalty for making noise.

When this happens hopefully the "thing" with the drums will be over and can safely sell them and move on.

Been suggested before in the thread, but for heavens sake, ask the people who have to enforce and deal with, this sort of situation. Environmental Health.

No end of questions on here won't get you a definitive answer, so go somewhere that will!

    .
You're expecting a legal reason to counter their complaints to allow you to continue annoying them which you are justifying because you think they are noisy. If this is a problem for them they will deal with it however they want. Its possible they will involve environmental health and the police.
Its also possible you're acting like a !!!!! so expect to be treated like one.
