correct , had they have checked the stickie thread and used a proper defence , the IAS reply would have been one that would have looked foolish in court ,
if the person has lived there for 30 yrs that this mob (the PPC) have arrived after him , unless his lease has been rewritten to give then the rights to amend the lease then LPC cannot do anything.
so the OP needs to do some reading

At the risk of being called a knobhead....
Your next port of call could be the landowner, tell them that their agents have failed to provide you with an ADR service that complies with the Alternate dispute regulations for consumer disputes, and as such you reject their findings.
Theres a parking prankster post on why and how the IAS fails at providing a suitable ADR service.
Your options are now:
Ignore for Six years ( anything could happen - you could move house and so on )
Complain to the IPC that their IAS service has failed to meet key criteria as aset out by the ADR regulations ( you will need to research this - I suggest you do so ) and ask them to investigate the matter.
Complain to the landowner ( you should be doing this anyway ) Tell them that their agents will not offer an ADR regulation compliant ADR service ( amongst other things)
complain to the landowner with a put up or shut up, if either the landowner, or their agents do not issue court proceedings/papers immediately, you will be charging the landowner as principal , £19 per hour ( or part thereof ) for dealing with their agents actions ( ie so called debt recovery letters, threat-o-grams and so on ) Further more if the matter does come to court, then you will be holding the landowner as principal jointly liable for the unreasonable actions of their agents.
And one more thing, if you want help dont go in with insults, calling someone a knobhead is a sure way not to get what your looking for.From the Plain Language Commission:
